Special Provisions Allow Military Home Buyers to Capture Tax Credits
RISMEDIA, June 10, 2010--Military families seeking to buy a home can count on a little tax help. The Homebuyers Tax Credit, which provides eligible buyers with a tax credit of $8,000 for first time buyers and $6,500 for repeat home buyers, ended on April 30, 2010 for civilians. However, active duty military or those on extended overseas duty have until on or before April 30, 2011 to have a binding sales contract in place. The bill also exempts qualified service members on official extended duty from tax credit recapture rules.

"This bill ensures that members of the military have equal opportunity to participate in the homebuyer tax credit and offers relief to struggling military families by making the mortgage payment tax deductible."
The Worker, Homeownership, and Business Assistance Act of 2009 provides a tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence and a tax credit of up to $6,500 for repeat home buyers who have owned a home for five consecutive years out of the prior eight years. The tax credit is available for eligible purchasers who have a binding sales contract in place by April 30, 2010, and close by June 30, 2010. However, realizing that members of the military, the Foreign Service and Intelligence Community have unique circumstances the bill has special provisions for this group:
-- Tax credit extended for one year for military personnel serving outside the United States for at least 90 days during the period beginning December 31, 2008 and ending May 1, 2010.
-- Eliminates the 36-month recapture requirement for military personnel, including members of the Foreign Service and intelligence community, forced to sell or move from a tax credit home as a result of an official extended duty of service.

Even though the air above the Pensacola Naval Air Station is routinely split by the sound of screeching jets and the whirr of helicopters, the atmosphere within the hospital is calm and serene. At the 104-bed facility on the western end of the Florida Panhandle, Pensacola Naval Hospital cares for the ill and injured pilots, trainers and crew of Pensacola Naval Air Station, as well as the personnel of any nearby military installation. The hospital's staff is made up of 800 active-duty personnel and 300 civilians who live on base and the area surrounding it.
Base housing offers 164 officer-family units, 721 enlisted-family units, 230 unaccompanied officer units, 444 unaccompanied enlisted units and 52 trailer lots. It also offers a large commissary, mall and six shoppettes. Of course, health care is provided at the hospital, which is eight stories high, contains 104 beds and offers inpatient, emergency and surgical care. The hospital is under the Tricare System. Hospital personnel shop at the air station's commissary, though they do have their own exchange. All schools in the area are under the control of the local school district. Childcare is provided at a number of childcare centers (maximum capacity of 240, home care maximum is 120) and summer programs at the station. The hospital has tennis courts and a softball field. The station also offers golf; motorboat and sailing facilities; gym; camping; gear rental; and a large museum dedicated to the history of aviation in the U.S. military.

Pensacola Naval Air Station began its existence in Florida in 1826, with the establishment of the Pensacola Navy Yard. As one of the nation's best-equipped Navy yards, its mission was to suppress piracy and the slave trade in the Caribbean and Gulf of Mexico. Fearing attack by Union soldiers in 1862, Confederate sailors burned most of the buildings on the yard. The yard was rebuilt after the Civil War, but a 1906 hurricane destroyed most of the new buildings. In 1913, Navy Secretary Josephus Daniels appointed a board to establish an aviation training station in Pensacola. During WWI, the station doubled in size to 438 officers, 5,538 enlisted and 1,000 aviators, but the aviation program dramatically decreased to 100 aviation graduates a year after that war ended. Most of the aviators were Annapolis graduates and the naval station became known as "Annapolis of the Air." With the inauguration of the cadet-training program in 1935, Pensacola again was a bustling aviation-training base. As WWII approached, Pensacola was considered the hub of air training activities. During the Vietnam War, pilot production was at an all-time high. In 1971, Pensacola NAS was picked as headquarters site for CNET, a new command that combined direction and control of all Navy education and training. Today, the Pensacola Naval Complex employs more than 9,600 active duty and 6,800 civilian personnel. The best known of them, though, are the fliers and support team that make up the pride of the Navy, the Blue Angels precision-flying squadron.

Big Lagoon State Recreation Center has almost 600 acres great for fishing, boating or just observing nature's beauty. The 690-acre Blackwater River State Park is great for canoeing or hiking.

The Corry Station Naval Technical Training Center is considered to be one of the Navy's training showplaces. Corry Station dates from 1923 when it was first opened in a rural area of Pensacola, Fla. Relocated in 1928, the station bears the name of Lt. Cmdr. William M. Corry Jr., a Medal of Honor winner. Lt. Cmdr. Corry was among the first Navy flyers to receive "Wings of Gold," recognizing him as a naval aviation pioneer. Corry Station was an active participant during WWII and the Korean War, used for training advanced fighter plane aviators. Decommissioned in 1958, the base was recommissioned in 1960 with the arrival of the first class of cryptologic technicians. Training facilities such as hangars were converted to classrooms and laboratories. In 1973, the name was officially changed to NTTC Corry Station, with the addition of two new schools of photography and electronic warfare. By 1982, Corry Station was the largest military command in the Pensacola Naval Complex, based on assigned personnel. Today, Corry Station graduates more than 6,700 students annually. Its mission through the years has remained the same, to offer entry- and advanced-level training to all military personnel of all branches. The training facility takes pride in providing the "finest and best-trained personnel in the military." Only three miles from Pensacola Naval Air Station, Corry Station is home to Naval Technical Training Center; Electronic Warfare and Technology School; Instructor Training School; Joint Aviation Electronic Warfare Training and Cryptology Training. With an active-duty population of more than 3,400, housing is limited to 200 enlisted-family units, though there also are 2,800 unaccompanied enlisted rooms available at the BEQ's. Officer-family housing units and BOQ's are at Pensacola NAS. Other facilities located throughout the training center include a very large commissary, small exchange and a childcare center accommodating 26 children. There are no schools or medical facilities within the complex. Local schools are provided and medical treatment is referred to Pensacola Naval Hospital.

In addition to playing a prominent role in airpower history, Eglin Air Force Base belongs to the Air Force Materiel Command, with the Air Armament as its host unit. One of the largest Air Force bases in the world, it covers 724 square miles of reservation and 97,963 square miles of water ranges in the Gulf of Mexico.
Originally established in 1935, the base was redesignated Eglin Field in 1937 in honor of Lt. Col. Frederick I. Eglin, U.S. Air Corps, who was killed in an aircraft crash. The base is home to the Air Force Development Test Center, the 33rd Fighter Wing and the 46th Test Wing. Six miles northeast of Fort Walton Beach, Fla., and 60 miles east of Pensacola, Eglin maintains a population of 9,653 active duty, 23,500 family members, 200 Reserve and 7,237 civilians. Unmarried junior enlisted members generally live in one of Eglin's seven dormitories. Dormitory residents are generally handled by each individual unit; bachelor officer quarters are not available. Base housing offers 263 officer-family units, 2,071 enlisted-family units and 1,200 barracks rooms. A very large commissary and large exchange with mall and specialty stores serve personnel. The Okaloosa County School District runs two elementary schools on base, with off-base schools in the same county. Childcare and home care are available with wait. The Eglin Regional Hospital takes care of all health needs.
